I dont want to remove any plugin though as I tried it on a different server and i lost my world i mad

So I cant place blocks from any version higher than 1.13 (I cant place netherite blocks, blue ice, honey, kelp etc.) However if I use world edit to do it it works perfectly fine. As soon as I place the block i can see it for a split second then it disappears. The plugins I have on my server are below. I am pretty sure it worked before I added multiverse, but it is pretty essential to the server I am making. Any help?
