There is no way you can turn a Forge mod into Bukkit/Spigot plugin.
However, you can have both plugins and mods by installing this software: https://aternos.org/software/magma/ (1.12 support)

I know this may seem odd, but I really need some help with this.
I'm trying to add a plugin onto the server called 'Security Craft'
I know there's a mod for FORGE, but I need it to be a plugin, [specifically wanting it to be 1.8.8/1.8.9 version.]
And if there's already a way to do this, please point me in that direction,
If not, this is a request for 'Security Craft' be added to the Plugins section. [unless its broken.]
