Popularity isn't only a matter of download counts.
Spam downloading the plugin won't help anyway.
All you can do is wait until it is popular enough and try to suggest again.

They are not plugins.
They are mods.
As the suggest page tells you, you need Fabric or Quilt to use them.

If the suggest page says it's not popular enough, then Aternos can't add it.
You have to wait until it gets popular enough and try to suggest it again.
( I don't think this plugin will be added though, it's been almost 5 years but it still only has 500 downloads)

That's false, there are multiple kick plugins on Aternos.
Also, the one you are trying to suggest is extremely outdated and probably doesn't work on your server unless your server is on 1.8.8
