i tried a different datapack and it worked? is it just not compatable?

when i unpack it, I cant add it to the server. It just opens the pack instead of uploading it

I put the datapack in and followed all the steps on a youtube video, but when I did /Datapack load it said I only had vanilla minecraft loaded.
