So basically I'm on a Bedrock Pocketmine Server of Aternos, and I want to give all the people something, so I type /give @a dirt but it said '@a' user not found, but in my Minecraft single player world, @a = all players. I've tried to use command block to do this but I can't place it, is there a way to use command block on the server(I can't find the option to enable in server.properties) or can the server knows what '@a' means?

And also, some commands like /gamerule and /setspawn are missing.
