You can set up papermc and change spawnrate.
If you don't set up plugins, there will be no difference with vanilla.
(+ papermc is more optimized)

i am play in a Server whitouth Mods / Plugins usw. (1.17.1)and i want to increase the Mobsawnrate whitouth using the Gamerule Randomtikspeed because is effects my hole World is there a way in Aternos?
