so i just logged on and my entire server reset my map all my plugins everything can anyone explane this?

so i have essentials installed and if i go into the config and change the delay of the tools kit and save it and restart my server the cool down or delay doesn't change please help ASAP

i just got a server and i was wondering if i can upload my own plugins to it? PLZ help!
