Where do you find those files in order to edit things like the mob cap?

I created a swamp slime farm but no mobs including slime don't spawn and the block light level is 0 everywhere. My afk spot is also not 128 blocks away. I even lit up every cave/land that mobs could spawn in outside of the farm.

I also made an xp mob farm in the ocean a while back and it had the same problem but my gold farm in the nether roof works.
