I have found the solution! You need to make sure that it is the pack directly. Make sure that the pack isn't in a folder. If it doesn't work as a zip folder then just use the resource pack unzipped it should work!

So I have added the dropbox link with the 1 at the end. The packworks on the client but won't be added when you load it over the server. it loads to 100% but the says:"Server resource pack couldn't be aplied.". I tried everything I could think of but nothing worked.
