Hello, I am making a server for my friends with forge mods on 1.18, but I have found out some players are joining with minimap mod even tho it is not in the mods folder. Is there a way to allow specific mods?

I am making superflat world and i don't know how to make instead of 3 floors, make it 5 floors of dirtblocks, i got forge installed so i can't use plugins.
