Modded Server causes strange block behavior

I am currently using an aternos server to host a modpack i created. It runs flawlessly with no problems in a singleplayer environment. However, when I join the server, every single modded block, when placed,spawned, or when air next to it is updated, changes into a different modded block, including sound effects and effective tool. If it is waterloggable, it is always waterlogged. even more confusing, when broken, it drops the item of what it should be. I cannot find any help for this issue elsewhere, please help. I believe it to be some server/client mismatch.

Forge ver. 40.1.67
Attempted fixes:
Assured config folder in both server and client are identical

Assured mods folder in both server and client are identical
Used a tool to fix/identify any possible blockid mismatches/errors in the config
Deleted config folder and recreated world several times
