Server not working (My language is English, U.S

I have a problem with my server, Whenever my server starts up I use my normal IP address. Then it doesn't work. Then I use the DYN IP. It doesn't work. I check the server and 1 second it's online, the next it is offlineX(!
P.S I have tried making a new world, so it' s not a world corruption, please help admins of . My username is gilational

Case closed, I found out what was the problem, an admin may delete this whole post
