ModMenu was wrongfully removed 2 years ago for being client side only. It is client side but it has server side capability. One of its core features is that it can blacklist/whitelist mods that your players may have on your server.

The mod does not state anywhere that it has this, or any other server-side functionality.
it is also only tagged as client on Modrinth.
