Help- "Not Using All Of My Slots"

Hey everyone. First time making a server so sorry if this has already been addressed. I made my server- got onto it but in 5 minutes, it'd shut down and say "not using all of your slots" but I have no idea what that means. Help?

Your server has been stopped because you weren't using all slots. For example if you selected 5 slots, but you only play with 2 players, there are 3 unused slots. We want to avoid this, because unused slots mean unused RAM which could be used for other user's server.
