Does your server has Essentials plugin and a group plugin such as PermissionsEx or GroupManager?
If you have it put this permissions into a groups or a users!
Permissions :- essentials.joinfullserver

Extra slots is cheating. You can use a server with 2 up to 10 slots that should be enough for a free hoster.

This plugin makes no sense on our servers as our system recognizes when someone has more players on his server than he should.
