download essentials then do /setspawn
if essentials don't have the 1.8
download EssentialsX the name is same but the file is different -

/setworldspawn -
The one Andreas told you is the vanilla minecraft setworldspawn. If you do that one it will spawn players nearby the worldspawn, not directly on it.
