JAR files won´t load

The jar files wont load on the server, im using mohist software because it enables to use plugins and mods, and im trying to add Creeper AI Updated to my server but when the server starts the .jar file doesnt make a folder so the mod doesn´t work and the same thing happened me with another mods and plugins that i don´t remember the name, tried to switching software but the same thing keeps happening and i dont know why
