but this plugin need CustomUtils so can you able add or not ? Thanks for helping btw

No, this plugin can only be downloaded from an external website which isn't spigot, and we can't add it from Mega.
It's possible that this was overlooked when the plugin got added.
I've already mentioned this to the team.
