hello my names keith and can i get a plugin for staff in aternos becuase there are alot of people in my sevrer and i need some staff to watch them so please can u give me some idea for staff plugins.

Is there a specific plugin you are looking for? Please provide the DevBukkit or SpigotMC download link then.

With plugins like PermissionsEX you can create ranks for example. Do you mean something like that?

If you set up PermissionsEX correctly it does work.

Just check the server console log for errors and fix them. Usually the problems are described very well so it should be easy to fix them.
