I installed the Citizens plugin on my Aternos server. My version is 1.18.1 but when I try to create an NPC, it says An Internal error has occurred while attempting to perform this command. is there any way to fix it?

There are 2 versions of Citizens, Citizens and Citizens 2. Only Citizens is available on Aternos, Citizens 2 is not available on Aternos because its only downloadable via an unsupported website [https://ci.citizensnpcs.co/job/citizens2/]
The normal Citizens does not support version 1.18.1 sadly.
If you would like to create NPC's on your server consider finding another NPC Plugin that supports your server version
