[Server thread/WARN]: You specified a resource pack without providing a sha1 hash. Pack will be updated on the client only if you change the name of the pack.
You can normally ignore that, the resource pack should still load.
Also I joined your server and it worked:

We had multiple reports that mob spawning is buggy in 1.14.3. There is no known solution out of switching back to 1.14.2

/reload is known to cause such stuff.
It is always recommended to restart the server.
