The servers are located in Germany, we don't offer other locations.
You can change the Timezone for your server on the options page.

Just go to software -> vanilla and install 1.14.3
You don't need to reinstall the server for that.

The default on the server is probably 360 then. We offer modpacks as they are available on the download sites.

Jar files are not designed to be unpacked, they are compiled program files which should not be edited.
That Minecraft plugins can be unpacked and even the plugin yml can be edited is a random side effect.
