jar files contain compiled "computer code". It is not possible to edit them.

1.13.2 is really really bad in performance. We can not do that much about this.
Try to switch to papermc and hope that it gets better.
Please note that we had some network problems yesterday. According to your time of post this might be the cause for your problem.
