The server pack provided on their technicpack site only consists of the pixelmon mod itself

Your server is overloaded, you probably need to remove some mods.

Afaik OTG requires you to change the level name of the world which is currently not possible on custom modded forge servers

The Pixelmon Reforged pack does not include the BOP mod
