Was the problem optifine's fault?
If it is fixed now, probably yes.

Looks like setting spawn protection to 0 makes the spawn protection to be infinite.

I just checked the minecraft wiki, according to the information there setting the spawn protection to 0 should only protect the single spawn block and not the complete world.
Which server software do you use?

Click on the connect button while the server is online.

To achieve the offline message as we have it now we run a single server which is shown to all IP's which are offline right now.
To allow customization we would need a separate server for every offline server, which is not possible.
