So in conclusion, could it be possible either for us to gain direct access to the mod and config files much like forge does normally on your server, or could you roll the version back?
No, unfortunately this is not possible.
P.S Would it be possible to manually install each mod within forge and get it to work that way? I would prefer it if we could just use the server modpack, but it's a last resort
Yes, theoretically this would be possible. But please create a backup before.
You can also try to completely reinstall your server with the modpack and upload the map again and see what happens.

The java version is constantly changing, due to updates to newer java versions or bugs in the newer ones.
You can't rely on them.
Also as I said, the build number normally doesn't matter for mods and plugins.

Ich startete ihn neu, jedoch diesmal wurde er nur geladen und ist dann nicht hochgefahren. Ich dachte es könnte mit den Plugins zusammenhängen und wollte das neue entfernen, ging also auf den Dateien-button aber nichts passiert. Die Seite lädt nur aber nichts wird angezeigt. Vielleicht starte ich den Server nochmal. Also getan, aber wieder das selbe Problem. Nach zweimaligem wiederholen gab ich auf und suchte in Google nach einer Lösung. Das half nicht also probierte ich es noch einmal und dann wurde "Fehler 504". Vergebens, dsa einzige was immer passiert ist, dass es überdurchschnittlich lange (bis zu 10 Minuten) lädt. Plötzlich ist dann der Ladebalken weg und es steht wieder "Starten" da. Der Server ist Ausgeschaltet.
Dieser Teil des Problems hatte etwas mit einem Ausfall unserer Systeme zu tun, sollte nun wieder gehen.
