1.13 is known to be very very bad in performance. Please try to switch to spigot 1.13 and check if it gets better.

If this does not help I would recommend you to switch to 1.12

This crash is probably caused by a corrupted world. There is no real way to fix it.

However you can try to delete the playerdata/players folder and see if that helps.

Unfortunately the error does not really show where it comes from and what it causes.

I noticed that you used some "special" quote signs in your post above. If you used them also in your OP command it is clear why it did not work. These "special" quote signs are not supported by minecraft.

In that log the server started fine.

If you did not create a backup before installing 1.13 there is no way to recover the old state.

Please tell us more about your server. Software, Plugins, mods etc.

We don't allow general file access to the server, however you can of course edit plugin / mod related configuration files.
