Can you give exact times when this problem occurs?

I need to know when you stopped your server before and when you started it again and an old save was loaded

Can you give us more information about your server?

Is it a custom modded server or a pre made modpack?

Which version do you use and which mods are installed?

Can you give us more information what happens what you try to do?

For your first datapack you need to create the folder manually by downloading the world, adding a datapack and uploading it again.

Then you area able to access that folder online.

I could describe technical details etc. but, no It's just not possible and not worth the effort right now.
