If this only happens when you join your server it might be player related.
You could try to delete the playerdata

I assume you tried to start your server with 1.13 once. You can not switch back to 1.12.2 or earlier if you started your server once with 1.13

I deleted the playerdata folder, please try to join your server again.

You can see the port if you click on the connect button while your server is online. But please note that the port changes each time you start your server

This is network related in most cases. Check your internet connection and check if you have the same problems on vanilla 1.12.2

It's surely a bug if an IP you want to use is already associated with another account.

The number of plugins is counted each time your start your server. Also it counts all files in your plugin folder.
If you have any third party files in your plugin folder they are also counted.

This is already the case. As soon as your account get's deleted your old IP is also available for use again.
However if you close your account on https://aternos.org/close your account gets deleted after 7 days. So the IP is available after 7 days.

The IP polskiserwerzabawy.aternos.me is associated to an account which is not closed or deleted.
