I think It's not that.
"ChunkNibbleArrays should be 2048 bytes not" always occurs if you try to run a 1.13 or newer world on an 1.12.2 or older server.

If you have a look at the comments of that page you linked in your post you would see that it is probably a bug that the plugin does not create the types folder automatically.
