Wenn das Problem mit Vanilla auch existiert, dann wird das Problem vermutlich an der Welt liegen.
Lade die Welt herunter und lösche den Playerdata oder Players Ordner und lade dann die Welt wieder hoch.
Wenn das Problem dann immernoch besteht wirst du vermutlich mit einer neuen Welt anfangen müssen

This system has been replaced by our new modding system some weeks ago.
This modding system allows you to play with multiple mods and a custom mod configuration.
Unfortunately the Millenaire mod is not available anymore

Check your server log for error messages. Maybe the plugin requires some dependencies.
You can also share the log with us using the share button on https://aternos.org/log

The log does not help to solve that problem if your friend did not play on while log was created.

As I already said, servers started on 1.13 once can't switched back to 1.12.2 without reinstalling the server.
The reasons for that is a new world format of Minecraft.
