can i do it after i loaded the world in 1.13 or it doesnt matter anymore?
Yes you can also use the force upgrade mode after you've already started your world in 1.13.
It will then convert all chunks which were not converted yet.
So It doesn't make really sense to use force upgrade multiple times because there are no chunks left.
