Newer versions of Citizens that are required to use it on newer Minecraft versions are paid and therefore not available on Aternos.

Your server has probably a modpack installed. You can't access/read/modify the mods folder / mod-collection on a modpack server.
If you want custom modding you have to switch over to the forge server software on the software page.

Backups are not made at specific times.
They are always made when the server stops and last automatic backup is older than 24 hours

I'd say you hit a bug in the mod Cyclic.
As you can't really do anything on a modpack server I'd recommend you to contact the mod developer or the modpack creator.
