Assuming all mods currently available on our site have the same version. Then the next Minecraft update at the latest would cause a lot of noise because some mods are not updated.

Nearly all plugins are available on that platforms. Also the plugins are under control of the spigot/bukkit community which makes it very easy to identify bad plugins etc.

This wouldn't make much sense.
If you want to install a plugin onto your minecraft server you need to move it to the plugins folder.
The content which is shown on the files page is your complete plugins folder as is.

You can only create files which contain normal text, also you can create files with every extension you want, out of .jar . So you can create many common files like .json, .yml, .txt etc.
This gives you the ability to create the most common files for nearly every plugin.
