That typically happens when you don't have the same mods installed on your computer as on the server.
Note that also the versions of the mods must match.

21w14a worlds are incompatible with the new snapshot versions, since Mojang reverted the world generation changes. Therefore, servers using that version are not updated automatically.
You can manually install 21w16a, but this will cause your world to be reset.

Providing multiple different versions of a plugin in a zip archive, with changed ending to .jar while adding "Extract_This" in the file name because noone understands it is probably a new record in the "dumb things plugin developers could do" ranking.

I'd recommend you to remove that mod completely. It looks buggy and not well developed.
If you want to keep it, then contact the mod creator.
