Yes a reinstallation of your server will delete anything, but you are able to save your world.
If you use a snapshot, you have to do it on your own risk otherwise use another version. -

Sorry but we and also Mojang can´t guarantee a working server based on snapshots. That´s why they called snapshot :p
Try to install the snapshot after reinstalling your server. If this doesn´t work you have to wait for a fix. -

As you noticed we add modpacks very rarely in the last months.
Due some internal system implementations and circumstances we have a special space-limit which can be used for modpack files.
As you maybe noticed we had tested some new Backend-Services some weeks ago.
Maybe you noticed that we have tested a new Backend-Services some weeks ago which will solve this (and many other)problem for a long time :).~Roman
