Which software+ version is installed and which software+version do you want to install?

Remove plugins

If it still does not work after you made sure that
- Command blocks are enabled
- You're OP
- You're in creative
check if the problem occurs on Vanilla.
Maybe a plugin is blocking that.

Did you buy Minecraft?
If no, make sure cracked is enabled on the options page. Changing that setting requires a restart.

The first character of the motd on the options page which shows that square,crossed box now. What did you put in there originally?
If you remove that, the server should start again.

I tested the world on SP and it works on your server. So the problem is related to PaperMC / MineOS.
You might want to contact Paper or MineOS support.
