No, right now your pack looks like this:
- pack.zip
- sub-folder
- pack.mcmeta
- assets
- ...
- sub-folder
And it should be
- pack.zip
- pack.mcmeta
- assets
- ...
- pack.zip

The pack data must be in the root of the .zip and not in a sub-folder

Share the resource pack url entered on the options page

We don't modify spawning behavior.
It's probably related to your installed software, settings, plugins etc.
