So everything what I've seen so far is that something on your computer or local network is blocking stuff.
Honestly, this is out of our scope where we can help. You should ask your network administrator to have a look at that.

It would be possible to keep the chunk loaded with chunk loader mods/plugins. But it's not recommended as it will cause lag.

Remove the mods one by one from your server.
Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.
If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.
