One last thing: a quick and easy way to upload files considered safe (such as audio files and so on), could not be done as with resourcepacks?

The resource pack does not get downloaded to the server. The link is sent to the client which downloads the pack on it's own

Every possibility to upload something bears risks.
We always try to give more freedom within the bounds of possibility, but sometimes (especially when uploading) the effort is so great that it doesn't justify the benefit.
We will gradually offer more and more possibilities and topics like uploading will always be considered when developing new features because we know that many people want that.
But it will not be possible tomorrow, not the day after tomorrow.
