When you want to give someone an OP it doesnt work, i just type my name or the name of my friend, and it doesnt do anything. I cant do time set commands, gamemode commands etc.

If this is what you did you did it right.
But on the other side that means that the thing which still caches DNS data is a software on your computer.
Honestly, I can not tell you which software or extension this might be.

Remove the mods one by one from your server.
Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.
If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.

Back in 2017 the RAM was bound the to the slot count, but it was also only possible to create server with max 10 slots and also all slots must be filled.
