As there is no error message I would recommend you to try to remove mod by mod and check each time between if the problem is gone?

That a reinstall is required when switching from a snapshot server is intended.
The fact that the world does not work when upload it again after switching to another software confirms that.

- download the world
- Switch the software
- Upload the world again

Did you switch the software from Pocketmine to bedrock?

Remove the mods one by one from your server.
Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.
If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.
