If the plugin does not work on the newer version and there's also no update available there's nothing really you can do. Probable remove that world.

As already mentioned the log does not show what exactly the issue is. This is a pretty common problem with the Bedrock edition. It does not say what the problem is and noone knows how it actually works under the hood.

The world Downtown has been created using emptyworld generator.

The emptyworldgenerator plugin seems to load fine, but it causes the crash when the world Downtown gets loaded.

I'd assume that the emptyworldgenerator plugin is outdated and not compatible with 1.16. You might need to update it.

Remove biomes o plenty, then restart your server.

Afterwards check the log for messages related to BOP. The mod that installs BOP will hopefully log it.
