Remove mod for mod from your server.
Every time you remove a mod from your server, you need to restart it, then check if the problem still occurs.
If the problem doesn't occur anymore, know that it was probably due to the modification you last removed.

If Legends mod for 1.7.10 is available on curseforge you can request it here: Plugin/Mod/Modpack Anfrage
If not, then you can't use that mod for that specific version.

For technic modpacks our system monitors the version number.
As soon as it changes we get notified about an update.
If a modpack delivers server and client updates asynchronously, there is nothing we can do.

Try to erase the memory_repo folder in your mods folder

Apparently this has not been automagically noted so the pack is still not updated.
We did update it.
We updated it today again, as our system detected a further update yesterday
