1) Normally not. But we recommend you to always create a backup in case that anything goes wrong.
Switching from forge to another software or switching versions might also reinstall your server.
2) If you click the download button in the mod browser the mod will directly installed on your server.
If your server is already online you have to restart it in order to activate it.
3) Mods can work with each other and can not. That depends on the mods.

Pocketmine has it's own world format. You can not use a normal bedrock world on a Pocketmine server and vice versa

You can also use ATLauncher as alternative to the Twitch Launcher. It supports curseforge.
If TLauncher doesn't manage to keep the modpacks up to date, that's not really our problem but TLauncher's.
If they already want to offer this, they have to maintain it.
Our modpack system is currently not designed to offer multiple versions of a modpack, we would have to make major changes to make this work.
And to go to such an effort to offer something that is outdated anyway doesn't really make sense to me.

A fix is on the todo list, but we don't have a release date because it requires a larger rework on the download system.
