A 1.12.2 papermc shouldn't really be laggy.

i got a some older server on technic modpack pixelmon reforged, in this modpack is a mod called "pixelmon extra's" this is a mod that helps you whit breeding pokemons and showing there stats. the thing is this mod doesnt do anything since recently.
Do you run a the pixelmon modpack or on a custom modded server on Aternos

You could try to remove mod by mod and see when the problem is gone.
Afterwards you know which mod causes the problem
