If the only way to get this mod working is by placing that configuration in the main server directory, then we unfortunately can't support it.
Configuration files on Forge are usually located in the config folder or, if the config is related to a specific world, in the world directory. Placing configuration files for a mod in the main server directory is pretty bad design.
I removed the mod.

yes, whenever i put it in the main modpack directory, however it doesn't work on the server

that is what i've done, and it doesnt work. (dim 20 is the betweenlands, which is where I want the player to spawn.)
