I have the same problem. Had this problem a while back, back then it did not let anyone join the server but other servers were fine. It has again returned, some of my friends don't have this problem but for me its the same.
Also, this is persistent on my friend's server, which is completely vanilla(1.18.2), and on my server, which is on paper (also 1.18.2)
