Only operators can change the gamemode.

I tested on your server and wasn't able to reproduce an issue.
What exactly do you do, what happens, and what do you expect to happen?
Explain in detail so I'm able to reproduce the issue.
I am just whiling to be able to make it impossible for everyone at the server to put their selves as creative or spectator in other words I just want to disable the ability for the players to use other gamemodes.

Ok morning or afternoon, I got a question in my server I want to deactivate or force the game mode, I know there is a button for that but it doesn't work, so I wanted to know if anyone here knows how to deactivate in another way the commands to put yourself in creative or spectator and that things, accept suggestions.
