how do I use that plugin

I'm trying to make a kit and I tried doing this 5 times and its not working I did /createkit pvp and then click the link and do what it says and it doesn't work when I log back on

I don't know how I'm moving so fast in creative mode and in survival mode I'm sprinting so fast I checked if I had a hack client on and I don't have one on I check plugins and see if there is anything related tp speed. please help me

I tried deleting while offline and it comes back

I cant get rid of this plugin I clicked delete and it keeps coming back and I keep deleting it, please give me advise or give me some instructions
